There is no minimum financial requirements for spouse sponsorship but you do need to show you can support yourselves. Yes she can still sponsor you. Just get her card replaced. good luck!

Why can't she sponsor? Is she living in Canada and compliant with her RO? She can just order a new PR card. You have to show that you have other funds to support yourselves from parents in Canada or your (husband) own savings.
Probably OP mentioned she lost her PR

He said she lost her PR card, not the permanent residency itself. If the card is lost, you can just get a new one.
