A passport is not required for a non-accompanying dependent.

At the very least, the child will need to pass the immigration medical examination (IME) when requested. The checklist should answer your question.

I have the check list but all I wanted to know if we can just submit the birth certificate of the child instead of a actual passport for the child the check list is a bit confusing in a way.
