Sponsorship Questions for my Grandmother

My grandma recently came from Taiwan in September 2017. She got a visa stamp when she entered the country, in which I assume will expire in 6 months. I want to sponsor her through the sponsorship lottery system but had a few questions:

1) Can I still request an extension for her TRV while applying for the sponsorship application at the same time? Will the two cancel each other out in any way if she somehow gets accepted into the 10k cap?

2) Both my father and I are technically eligible to sponsor her - are we able to do so with two separate applications or only 1? My mother who is the spouse will technically be co-signer on my dad's application but just wondering if we are able to apply for this all separately.

3) In case we don't get selected for the 10k cap, we were going to think about the supervisa. However, from my understanding, this will require my grandma to fly all the back to Taiwan to apply for this. I am slightly confused about this as the police and medical check is also required for sponsorship but I thought she can stay here while she applies for sponsorship - is that not the case for the supervisa?

4) Our main concern is for her to stay here while we figure out how to get her to stay long term as she is really old and flying is difficult for her. Would applying for 1) Sponsorship, 2) extension of TRV or 3) supervisa allow her to stay in Canada while applying or she will need to fly back to Taiwan for any of the 3 options?

5) Can my grandmother travel to the USA while she is on a valid TRV or will need to apply for a different VISA to get into the states and come back into Canada?

  1. Yes you can apply for an extension. No it won’t affect sponsoring for a PR.
  2. The lottery is essentially an intent to sponsor. If you are chosen, you can submit an application. Both of you can apply to the lottery providing you meet the requirements. Not sure, but I believe only one of you can actually sponsor her if chosen (?).
  3. Supervisa has to be applied for outside of Canada. There is no option to process in Canada.
  4. None of the options guarantees she will be allowed to stay. A PR application does not afford any right to enter or stay until the applicant is accepted. Supervisa do not guarantee entry for 2 years (as with every other entry, the time allowed is determined by CBSA at the point of entry). You can ask for extensions, but you can expect at some point IRCC will decide she is living in Canada and refuse an extension. Despite your concerns, she is still just a visitor and must abide by the rules. Keep in mind that PGP sponsorships can take years (they are currently working on 2014 applications).
  5. Never a good idea. You can do it but there is no guarantee of either a new exit date or even entry. CBSA can allow here to enter on the current visa date, provide a new exit date (at their discretion) or deny her entry completely. Always a bit risky. Extensions are alway a better choice as you can remain in Canada (with status) until the extension is approved or declined.

If you are trying to keep her here as a visitor while sponsoring her, she will be without health coverage for several years. You can get her travel insurance but that will only cover emergencies. You will have to pay for all other medical treatment she requires.

Both of you can enter the lottery.

If you are chosen, then you must have 3 yrs income qualifying to sponsor her yourself. The only co-signer allowed would be your own spouse, not your mom or dad.

If your dad is chosen, then he must have 3 yrs income qualifying with his spouse as co-signer. You could not co-sign his app.

If both are chosen, then essentially you'd need to choose who will sponsor her and the other lottery choice would be wasted.

Wait until end of Feb or beginning of March to apply for a visitor extension.
