You would need to start by sponsoring her for PR. You cannot sponsor her for citizenship directly.
Note that she is only classified as a dependent while she is under 22 years old (and she must also be unmarried and not in a common law relationship). The application to sponsor her for PR would need to reach IRCC before she turns 22.
Once she has PR, she would then need to live in Canada for a few years (like you did) in order to qualify for citizenship.

In your first post, you said you were sponsored by your Canadian citizen spouse. So any chance that your spouse is also the biological parent of your children at the time of their birth? If so, they might already be Canadian citizens by descent.
