I also submitted my application without the Police Certificates, but if you do - just make sure that you write a letter explaining that you're aware and you're working to get them - so they don't think it's a mistake.
I sent the police certificate whenever I got them and they matched them up with my file when they got to the VO. THen when they actually started processing my file, everything was there.
