Sponsorship from Libya

Hello everybody,

I'm a Canadian citizen living in Libya. I'm married and I have a son.

I want to sponsor my wife. I got confused regarding mailing the application. Do I send it to the nearest Canadian embassy, or do I send it to the Case Processing Centre in Mississauga?
