Sponsorship for Green card holder (US) who is National of Pakistan

is there any body who sponsored his/her spouse who is currently residing in USA as LPR (green card holder) BUT he/she is National of Pakistan?

Will sponsor file be sent to CHC-England?
IS Processing time same as Pakistani applicant residing in Pakistan? or it will be less because of USA residence (Green card)?

the file will be sent to london, and the processing time will be the same as any other application being processed at london (currently anywhere from 8 to 12 months).
