hi,
I am planning to sponsor my wife living outside Canada. I read the immigration details but while filling the form I was confused with CSQ.

Currently I am a Permanent Resident staying in Quebec. The procedure I am following is as follows
1. Apply for Sponsorship and submit both Sponsorship and immigration form at same time.

2. Once I get a letter from Federal then apply to Quebec
immigration-quebec.gouv.qc.ca/en/immigrate-settle/sponsors-sponsored/requirements-sponsor/index.html

But when I am filling the form IMM0008ENU_2D.pdf, I see that there is CSQ field.
a. Do my wife have to apply for CSQ at first Or CSQ will be received once I am elegible for sponsorship and I apply to Quebec, once I receive a letter from Federal?
 
Leave that space blank and submit everything at once. Once your approved to be a sponsor by CIC they'll send you an email and/or letter asking that you continue your application with MICC by submitting a request for CSQ.

Took us about 3 weeks to hear back from CIC and then 21 days total for submitting/receiving the CSQ from MICC.

I applied to sponsor my wife on OCTOBER, 2013 while I saw that you applied on 27 AUG 2013. Do you have any idea, how long it's gonna take for the passport request?
