Sponsoring step parent???

I want to sponsor my mom and step dad next year to move to Canada under the parent and grandparent visa program. But I'm reading conflicting things about being able to sponsor my step dad. Some are saying sponsor my mom and place him as a dependant and others are saying it's not possible at all.

As long as they're married or common-law, then you would sponsor your mom and her spouse would be included as a dependent. Both must pass medical exam, and both must be included in your total family size.

Do you meet income requirements for last 3 years to even enter the lottery to try and get chosen to submit an app?

I personally don't by myself, but with my common law BF's wages combined with mine we make about 100k a year ..... And he's willing to co sign with me. Hopefully they even get picked for the lottery :(

As long as you're legally common-law (having lived together 12 months), your combined income meets minimum amount going back 3 years (so to 2014) and he's a Canadian citizen or PR, then you would qualify to enter the lottery.
For family size of 4 (you + CL partner + mom + step dad) the income requirement is around $58K for all previous years.

Specific details on 2018 program will be released later this year.
