Sponsoring Spouse; Chile or Peru?

I am wondering if anyone knows the procedures for this....

I am going to be sponsoring my (soon-to-be) husband. He is from Peru and apparently the application processing times are from 9-14 months for the Lima office.

According to this as well, Chile's processing time is quite faster. He is a peruvian citizen but has an option to get chilean citizenship (his grandparents are chilean so he's able to inherit citizenship based on that). We are thinking, as the process seems quicker there, it may be quicker to go through Chile's Visa office. If he was to go through Chile's Visa office, would he need to get his medical exam done IN Chile, or does it have to be done in Peru?

1. He can have his medical at any DMP in the world.
2. Before he can apply through Chile, he must have proof of his Chilean citizenship. Also since he has spent his life in Peru, it will delay the application (once he has citizenship) as Santiago will have to contact and confer with Lima
