Sponsoring Spouse, both live in Lebanon

Hello.
I was wondering if anyone could help me with my application. Me and my husband both live in Lebanon and have been married for about a year now, and decided to apply to Canada to continue my PhD. I am a Canadian citizen, both are Lebanese. My issue is I have no idea where I should apply, on the CIC page it says Visa center processes the family sponsorship applications, however when I called they said to apply online. And then another place also on the CIC page says to send it by mail to Mississauga. Which one is true? Which one is faster, easier???

Another question, before we got married my husband did not do a proposal, would that be an issue? BUT we have been together for 8 yeards. Should we write about our dating process, as proof?

We sent ours by mail DHL to Mississauga, it was just easier because there are a lot of extra documents to send with it with stamps and stuff. I am not sure how you would send those if you did it online maybe scanning? But I think mailing is better. Also my husband is from egypt so we didnt have the western style proposal either. So we just wrote a letter explaining our relationship build up and how we became engaged! It wont be an issue many cultures and religions have different style engagements! Just anything you think they might question right an explaination for it, so they understand why you did something different!

If you are applying to sponsor your spouse for PR, then you must do it by mail. Everything should be sent to Mississauga.

The forms will ask about your relationship history. Indicate how everything progressed, why there wasn't an official proposal, etc.

Thank you both. We will be writing an explanation about how our relationship progressed. Should this be written as me the sponsor or him the applicant?

Yes we are applying for a PR for him.

I read on the website that it says to send it by mail to Mississauga, more than one place. Ironically, when I called the visa center and the embassy they both said to would be online. This is where I got lost.

What about the barcode? After I generate it, I should put in on each of our form that we will be submitting?

The sponsor is supposed to include the most recent notice of assessment from the CRA. However, if you have not been paying Canadian taxes, you will not have this. You should then submit an explanation of why you didn't pay taxes. You should include proof of your income and can include the Lebanese equivalent of the notice of assessment.
