my friend is canadian, her husband has German citizenship, is it possible for her parents to sponsor her husband? Or does it have to be a spousal sponsorship.

Not possible for the parents-in-law to sponsor. Only the wife can sponsor.

If she is a Canadian citizen, she can sponsor her husband while living abroad. She would have to include information to show her intent to move back to Canada in the application but wouldn't have to actually move.

Note: If she were a Canadian PR, she would need to live in Canada.

He can certainly try to apply for a visit visa. There is no guarantee he will be approved.

She doesn't need a job to submit the sponsorship application.

She doesn't need a job in Canada to apply for sponsorship. She just needs to articulate her plans to leave wherever they are leaving and settle in Canada...her intention to move.

As a German citizen, her husband is visa exempt so he wouldn't need a visitors visa but he cannot work or study while he is in Canada and his admissibility would be examined at the border (incl. the fact that he intends to stay temporarily in Canada). However, they should be aware that the processing time for outland applications is so much shorter that in all likelihood they would be done with the whole process applying outland before step 1 would be completed inland.
