Sponsoring sibbling to canada over 19 years old

Cic has stop application for 2 year and that when we decide to apply to bring our parent and our sibling but cic already closes. They open back in 2014, we have tried so hard but our respire tatie wasn't not organize so we did not get it. Now our sibling is 20 and 21, under new decision cic no longer allow independent children to come with parent if they over 19. I think it is so unfair when they decide to close door for 2,years then change the rules without consider all the time that we has miss when they closes sponsoring family application. I am plan to write a complaint but to make an impact it has to be lot of complaint with the same issue. Anyone have any ideas I should do? Anyone having the same problem so we can work togetherness to make the complaint work? Thanks hope I can get some hands

While you are free to complain or write a letter of protest, this is a decision that stretches across all the immigration programs (not just parents sponsorship) an it will not be changed. You should instead concentrate your efforts into what your siblings can do to apply for PR independently.

I agree with Rob_TO. It's a lost cause.

You do realized that a 19 year old and older is considered to be an adult who can make his/her own decisions and thus living his/her own independent life apart from the parents. I think your effort would be a lost cause as you are basically telling everyone that a person 19 year old and over is not an adult and not capable of making his/her own decision.
