I sponsored my husband 2 years ago and he obtained PR status but we are divorced now and he has no intention of coming to Canada. We were married and divorced out of canada. He has not been in Canada except for 2 weeks to recieve his PR. If he cancels his PR now am I able to sponsor a spouse a second time or should I wait for 3 years to be over regardless?

He has not been in Canada except for 2 weeks to recieve his PR. If he cancels his PR now am I able to sponsor a spouse a second time or should I wait for 3 years to be over regardless?
You have to wait 3y.

Interesting question. If he formally renounces PR status, the undertaking should automatically cease, leaving you free to responsor, just as if your partner had deceased... Ask IRCC for clarification.

Interesting point, well said.
 
Expect a lot of scrutiny with your application especially since it seems you never moved back to Canada after you had to show intent to move back.
