Sponsoring real brother

Hi,
I am a 21 years old permanent resident. I want to sponsor my younger brother to Canada who is under the age of 18. Can I sponsor him even if I am not sponsoring my parents? I am earning well enough to support him and meet the income criteria. However, the CIC website is a bit confusing. Is there any way I can sponsor my real younger brother?
