Sponsoring Parents: Can 2 years income be used for co-signor

Hi Seniors,

I want to plan funds for sponsoring my father and mother (2 persons) for PR to Canada.

As per Cic.gc.ca combined income of both spouses can be used to satisfy Minimum Necessary Income (MNI) criteria..

For 2017:
My income satisfies the Minimum Necessary Income (MNI) criteria for 3 persons (myself + father +mother)

I got married in 2018.

For 2018 and 2019:
My wife will be the co-signor in the sponsorship.
My and my wife's combined income satisfies the Minimum Necessary Income (MNI) criteria for 2018 and 2019

But she has only 2 years income i.e 2018 and 2019 and not 3 years, as she came to Canada in 2018 only......does it satisfy the criteria?

Asking this because the CIC website says "for the last 3 taxation years before you apply."....where my wife has only 2 years Notice of Assessment not 3 years. Is her income eligible for this calculation of Minimum necessary Income ?

Thanks..I was of the impression that I cannot because the CIC website ( https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=1445&top=14 ) asks for NOA for 3 taxation years before you apply.

Would note that we haven’t heard what updates they have made to the application process this year so we don‘t actually know who qualifies.
