Hi
Here is my situation : I have been living in Vietnam for a year now (I didn't work) I have been with my fiancee for a year and we want to get married soon. I want to bring her back with me. I have the Canadian citizenship.

I got 2 questions:

Im from Quebec originally...I didn't work or lived there in a year now but anyway here it is : Do I really need to make almost 50 000$ per year to sponsor her in quebec? if yes can I : Co-sponsor her with my parents? If we live at my parents home do I still need to have that income?

I have heard that if I live in another province, I don't need to make that much money and simply having a job will be sufficient is this right?
If so can I: get a job in ontario and live there and sponsor my wife in ontario?

Thank you very much...I don't want to leave my wife behind for some years until I make that much money

PS: she has an aunt living in Ontario and some cousins as well...can this help us in any way?
 
Hi. Spouses are exempt from income requirements. So that means that no, you do not need to make a certain amount in order to sponsor your wife and typically CIC will not care if you have a job or not.

Even in Quebec. You generally only have to meet income requirements when sponsoring your parents or grandparents. There are no income requirements when sponsoring your spouse. EDIT: Although you don't need to meet income requirements, since you are currently living abroad, you will need to show proof that you intend to relocate to Canada when she obtains her PR. Please see page 8 of the Sponsor's Guide where they give you some examples of what could be considered acceptable proof of your intention to reside in Canada:

"Sponsors not residing in Canada must provide evidence that they reside exclusively
outside Canada on the date of giving the undertaking and will reside in Canada at the time
their sponsored spouse, common-law partner, conjugal partner and/or children become
permanent residents of Canada. Evidence that they will reside in Canada may include one
or more of the following:
· letter from an employer;
· letter of acceptance to a Canadian educational institution;
· proof of having rented/bought a dwelling in Canada;
· reasonable plans for re-establishing in Canada or severing ties to the other country.
"

Another question, would it be faster if my wife would come to canada on a travel visa and we would then send the papers? Is it legal to do so?
Since she is Vietnamese, I think she would have to go to Singapore for the interview? The waiting time is almost 2 years at that office, how could I speed it up?

You could certainly try to get a tourist visa for your wife, but unfortunately most people with a Canadian spouse who have tried this have been unsuccessful. The reason being that the tourist visa is temporary and you must demonstrate that you intend to return to your home country. With a Canadian spouse, it's often difficult to convince CIC that you really intend to leave when your tourist visa expires. You can search this website for other postings on this topic. There are some people who have been successful but most unfortunately have not.

For Vietnamese citizens, applications for PR are processed in Singapore. However, all other types of visas including temporary resident visas are processed in Ho Chi Minh City. This is where you would send her application for a tourist (i.e. temporary resident) visa if you decided to apply for one. I'm not sure where you're getting the figure of 2 years wait time for a tourist visa. The processing time for a tourist visa in Ho Chi Minh City is 28 days. See here: http://www.cic.gc.ca/english/information/times/temp/visitors.asp In Singapore, the average processing time for a PR visa is 18 months. I think that's probably what you were referring to. Unfortunately, there's no way to speed up the process. But what often causes delays is an incomplete application, so just make sure that when you send in your application that you have answered all questions thoroughly and signed all the papers that need signing and most importantly, that you send sufficient proof of the genuineness of your relationship (i.e. emails, letters, photos, etc.) You'll find lots of ideas on this site.
