Are you looking to sponsor her under "lonely Canadian" route?

Or as a dependent (under 22 and single) when you sponsor your parents?

So you don’t have the same father? Provide the death certificates of your parents and your grandparents, as well as their birth certificates and your‘s and your sister’s birth certificates too.

Sorry about the passing of your parents and grandparents. That slight name change should not be an issue. His death certificate probably states “William.”

Did you father have other documents or ID using "Willy"? Any legal documents to show that he used both names?
I think if you don't have any, the best you can do is to submit what you have and write a letter to explain.
