sponsoring my nephew

i have a 16 yr old nephew who grew up with my mother because his parents are separated since he was 2 yr old. now his real mother cant find anywhere and his father is in rehabilitation center, i want to sponsor my nephew as immigrant here. what do i need to do and is that possible even my wife here in Canada is against in what i want to happen?
