sponsoring my husband

hello..im sponsoring my husband to come here in Canada, and he is now currently in the Philippines.. They start processing our application last September, and the immigration here e-mailed us that they already forwarded it to the Manila office for further processing. and right now my husband is planning to go abroad ( in saudi Arabia ) to work, for one year, my question is, if we notify the immigration in Manila , are they gonna forward my husband papers to Canada immigration abroad? or are they gonna continue processing his papers in the Philippines?
and, one more thing.. incase they continue processing his papers in Manila, was it ok if he just comply the additional documents, or requirements to the immigration once he come back from Saudi Arabia?

They will continue to process his app in Manila. It is not OK for him to delay sending any requested documents until he returns from Saudi Arabia. Additional documents must be sent by the deadline CIC gives (usually 30-60 days); if they aren't sent, your app will be cancelled. If an interview is required, your husband will have to return to Manila for it; if he doesn't, the app will be cancelled.
