I'm sponsoring my husband, they told him to send in his Open Work Permit Application and PR together but do I apply for sponsorship of him first? He only can stay in the country till the end of March. Please help

Open Work Permit means he is applying for PR under the Spouse, Common Law or Conjugal Partner in Canada class? If you're filing that application, include the OWP with it. When it reaches CIC, he will have implied visitor status until they issue the OWP. Try not to wait until March to send it in, because if they return the application for any reason, then he could end up out of status.

I would submit an application for an extension of stay. This will give you at least six months to get all your documents together. Then like Profiler said you can then submit the Sponsorship/PR/OWP applications together.
