Hello,

I am a Canadian Citizen and I am looking to sponsor my husband who currently lives in Canada with a temporary worker visa. He is looking to sponsor his brother who is under the age of 18 and lives outside of Canada. What would be the best way to do this?

He can't sponsor anyone yet. Only you can.
In this case, you cannot sponsor his brother (your brother in law).
 
You can sponsor:

brothers or sisters, nephews or nieces, granddaughters or grandsons who are orphaned, under 18 years of age and not married or in a common-law relationship
another relative of any age or relationship but only under specific conditions (see Note below)
accompanying relatives of the above (for example, spouse, partner and dependent children).

Note: You can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act.

Sorry, I don't think my question was very clear...
Once I sponsor him and he becomes a Permanent Resident, can he sponsor his brother right away or is there a waiting period since my husband is still being sponsored by me for three years?
 
As zardoz quoted, if your husband's brother is "orphaned, under 18 years of age and not married or in a common-law relationship", then your husband can sponsor him once he is a PR. There is no waiting period to be able to sponsor.

If he is not an orphan, he cannot be sponsored.
