1.Does take usually over a year to sponsor someone from u.s.a ( seattle wash.) To come to canada?
2. My husband is an american citizen can he still visit the states once he's here? With a p.r status?

It was taking 4-6 months prior to the new application. Now it's just a guess but as long as you have a straightforward application and submit everything according to the checklist it should be less than a year. I would suggest applying Outland if you haven't submitted yet, as in the past it has been quicker.

With Outland he can come and go throughout the whole process as well as after PR. Inland it is recommended that the PA doesn't leave Canada until they are PR.
