Sponsoring Korean Wife - getting a US police certificate

Hi, I am Canadian & I was married to a Korean woman this year.
I will sponsor my wife for the landed immigrant status because we are planning to go back to Canada.
All the forms are ready except one document.
My wife has lived in the USA for about five years and she need to get a police certificate from FBI.
Here is my question.
Is it better to send the package without the US police certificate first and send the FBI certificate once I get it?
Or should I wait until we get the US polce cerfificate and send the complete package to the immigration office?

Any detailed explanation will be appreciated.

Send it in with your application

Pros:
-You submit a complete application
-Less chance of CIC misplacing the loose document

Cons:
-You have to wait about 3 months to get it, if you are ready to send it now, in that waiting time forms might get updated and need to be redone.

Send it later

Pros:
-You can send in your application faster

Cons:
-You must write a letter of explanation so CIC does not think your application is incomplete
-Always a chance of CIC or the mail service losing the document
-If you don't time it right, it might delay your application.

My personal choice is sending a complete application. Then you can wash your hands of the whole thing and not worry for a few months.
When you do submit for the FBI check, if she gets ink and roll finger prints, make sure you send in a couple copies of the prints as backups.
