Sponsoring Kazakh, live inBeijing - where to apply?

Hello, new to the forum. Happy you guys are around.
My wife is Kazakh, and we got married 6 years ago in Kazakhstan, had a child in Canada 2005, and another after living 5 years together in Beijing in 2009. We plan to return to Canada when we get the PR visa.
Question is - do we follow the region guide for China (we cannot provide all information in both English and Chinese) or do we follow the region guide for Kazakhstan? We prefer to be processed in Beijing as the embassy is close, rather then go to Kazakhstan or Moscow for any of this.

Dear Kazakh in China,
I'm sponsoring my Thai husband and we are living in Mongolia. From my understanding you can choose the nearest processing office to you if you have been living there 6 months or more. So you could choose Moscow or Beijing. My husband can choose Singapore or Beijing.

Only if you have been living there legally.And the region specific will be where you apply from.So if you have been legally permitted to be in Beijing for a year or more you can apply from there and the region specific i believe has to be from the region your are living in,so if your there legally then you would use the china specific region form.
