Sponsoring international student

Hello fellow members,
I am a permanent resident of Canada and would like to sponsor my brother in law for studies. It's very strange that I don't find threads related to sponsorship in recent year 2020/21. Can you provide details how can I show funds without actually locking in "GIC" for student visa purpose.
