sponsoring Indian wife working in US on H1b visa

My wife is working in US on work permit visa, which is valid till sep 2014. I am planning to submit the sponsorship forms by feb first week.
1. Is it ok if she select her interview location as Newyork, as the visa is valid till sep 2014 only
2. For police clearance , if she needs to take police clearance from both Indian embassy and FBI

I believe your application will be submitted to her native country as her US visa is not good for a full year. I do believe there is that constraint for choosing a different VO to your native homeland. She will need police clearances for any country in which she has resided in for 6 months or more since turning 18 years of age.
