I am a duel US/Canada Citizen. I am a US resident working for a US company in various international locals. I own residential property in Canada (Ontario) and US. I have not established residency in Ontario. My ste-daughter is 16yo and would like to attend university in Ontario. What do I have to do to sponsor my family? Do I have to establish residency first?

You'll need to sponsor your husband and his daughter for PR. As part of the application, you must submit evidence to prove that you will be relocating to Canada to live here full time once their PR visas are approved. That evidence should ideally include things such as property ownership / rental, job offer or demonstration that you are actively speaking with employers in Canada regarding a relocation, assets in Canada (e.g. bank accounts), etc.
 
In addition, if your step daughter wants to access OSAP, you must establish a year of residency in Ontario before being eligible.

She can only be sponsored together with her father. She must be 21 or younger at the time the application is received by IRCC. Note that this is under the current rules and it's always possible these rules could change in the future.
