Sponsoring for Brother-in-law for PR in manitoba

Hi,

can someone please let me know what is the process if I would like to sponsor my brother-in-law for PR in manitoba?

After getting PR do we need to stay in Manitoba for 1 year? I am already staying in manitoba from past 2 years so question is do I need to stay after getting PR or prior stay period is also counted?
