Sponsoring dependent after asylum case

I am asking on behalf of a newly arrived couple. This couple crossed into Canada through the Windsor border in June 2018 as they had relatives in Canada. Their asylum application was successful and in Dec 2018 they were given protected person status. They applied for permanent residence and are now wondering if they can sponsor their 21 year old daughter who is studying in USA as a dependent child. They don't want their daughter to ever go back to their country of origin as she has no guardian or supporters their.

Was she mentioned as part of their asylum application? Does CIC know about her?
she was not a part of the asylum application in that she did was not one of the people applying for asylum. however, during the entire application process and in all document filings, they provided her information wherever they were required to provide family information.

Are they still in the middle of the PR application for themselves or have they already become Permanent Residents?
If the latter, was the daughter included in the PR application and medically examined, background and security checked?
If the former, the daughter can be included as an accompanying dependent child, assuming that she is still eligible.

The former. She will be eligible (i.e not married and under 22 until next april).
