Sponsoring child who was born outside Canada

Hi,
I and my wife (including 2 kids) are PR landed in june 2010. We came back after a short stay to Riyadh KSA in order to first find a suitable job and then move back. During this time, our younger daughter was born. Now we wanna relocate to Canada as I got a job offer. My questions are:

1. What are the chances that my new born daughter will get the visa to enter Canada.
2. If not, How much time it takes for the sponsorship approval and visa stamp (in home country i.e. Pakistan) if I go to Canada alone and apply for her sponsorship there.
3. If we get her temporary visa and we all go together to Canada, how much it takes to process the sponsorship application while in Canada? Also during this time, will she get the medical insurance facility as we others will do?

1. The embassy may refuse the TRV for your daughter based on that her stay in Canada will not be temporary. Then you have a chance of applying for a TRP based on H&C considerations which may also be refused, no guarantees.
2. Looking at which visa office is responsible for Saudi Arabia for PR applications, it seems that it is Abu Dhabi. According to http://www.cic.gc.ca/english/information/times/perm/fc-spouses.asp#africa it takes 27 months for 80% of applications to get processed so unfortunately would be a long wait for you.
3. It would take the same amount of time if you managed to get to Canada with the child.

Not that it's much consolation, but I think they'd be applying through Islamabad (Pakistan was mentioned as home country) -- wait time of 21 months.

I really doubt they would refuse the visa for the infant child of two PRs. That doesn't sound like something that fits in their mandate.

There's been some discussion about OHIP -- I'm not sure what the outcome of it is, though you should do a forum search. There was a (presumably) lawyer offering free legal assistance with OHIP -- not sure if it applies.

The only province I've heard of granting health coverage to "visitors" on a regular basis is Alberta.

But they do that all the time. There have been several couples who wrote on this forum seeking advise or sharing experience after having been denied a TRV for their baby. In a couple of cases, somebody managed to get a TRP for the baby instead but the embassies often don't tell people that is an option so after being denied a TRV, the most common solution is that the father goes to Canada alone to sponsor the child while the mother waits with the child.

In most provinces, a person with visitor status has no right to get health care but I have heard a couple of cases from Alberta where they covered spouses who were on visit status and in the process of being sponsored for PR. Alberta also has first day coverage if you move from another country while some other provinces make you wait for 3 months. If you have decided which province you are going to, you can contact their health care and ask.

Just read your reply now as I was about to post that you are going to Ontario. In that case, you will all have to wait for 3 months to get coverage and your youngest will probably have to wait until getting PR but ask OHIP about it.

Hi,
One more concern.

If they gave the TRP to my daughter and we apply for her sponsorship while in Canada. Will the wait period until she gets the PR staus be counted towards citizenship requirement? OR her stay period will start from the date she gets the PR status.

Children do not have to meet the residency requirements for citizenship but they also can not apply on their own. Once you meet the residency requirements yourself and apply for yourself, you can include your child in your application. The only condition is that she is a PR.
