Sponsoring a Spouse

Hi,

I am single right now and I have received an ITA.

Me and my Fiance are confused whether to get marry first, decline this ITA and wait for another ITA as my CRS score is 465 right now and after marriage it will be 441.
Or
Accept this ITA and after I get PR then we get marry and apply/sponsor for his Visa.

I have few questions

1) How much time does it take for a spouse to get PR outside Canada if he/she is sponsored ?
2) Can he travel to Canada on "open work permit" if we apply from Outside Canada as we currently are in India?
3) What is the best option to apply for my PR, get marry and then husband's visa or to decline this ITA, get Marry and then apply for family PR?

Please help me with this and provide suggestions for this.

1) Assume 12 months. Note that you must be living in Canada to sponsor your spouse. PRs cannot sponsor a spouse while living outside of Canada.
