According to CIC website:

Who cannot be sponsored
Other relatives, such as brothers and sisters over 18, or adult independent children cannot be sponsored. However, if they apply to immigrate under the Skilled Worker Class, they may get extra points for adaptability for having a relative in Canada.

Actually, it depends on where you are living in Canada. Certain provinces do allow you to sponsor a sibling, such as the Prince Edward Island PNP. I suggest you look through the various PNPs to see which ones have Family sponsorship programs as siblings usually are allowed to be sponsored through PNPs: http://www.canadavisa.com/provincial-nomination-program.html

It is possible if you live in SK or MB and you both meet the requirements of the provincial nominee program in that province. It is also possible that if you are not married, have no family in Canada, have no children and your parents have died that you can sponsor your sister under the one other relative clause.
