Link is below. You must meet all of these criteria to qualify:

- you must be single / unmarried
- you must have no children
- both of your parents must be deceased
- you must have no family in Canada.

I would really appreciate if you could share your thoughts on this one: I am a resident PR, single and don't have any parents/grandparents/siblings/children. The only relative I have "residing" as a PR in Canada is my Cousin. This cousin has a brother (again my cousin) who is looking to be Sponsored under "Other Relative" program by me. Is it possible considering his own sibling is a PR in Canada which makes me not lonely?

Your posted link has the list of relatives under "listed above" section that does not count Cousin as a relative - "you (the potential sponsor) don’t have any relatives (aunt or uncle or any of the relatives listed above), who is a permanent resident". This is the part which is not very clear to me.

I'm not sure since you have a cousin in Canada. I would recommend you check with a reputable immigration lawyer.
