You need to do some research regarding the Labour Market Impact Assessment (LMIA) process. That's the first step.
Basically, you need to find an employer in Canada that is willing to complete the LMIA process for you. In essence, that will provide you with the ability to obtain a closed work permit with that employer which in turn will allow you work temporarily in Canada.
Keep in mind however that this is quite an expensive, lengthy, and difficult process for an employer to start. Almost no one (and I mean like 99.9% of employers in Canada) will do this for a random foreign applicant. Especially not for unskilled jobs, where they can simply hire someone already in Canada.
If you have work experience in a very niche but in-demand profession, then maybe you have a chance.
