Sponsor your parents

Hi There,
I have A question about sponsor my parents in law to immigrate to Canada. I am a full time worker and my wife has no job and takes care of my son at home.
I know that my wife has to be the sponsor and I need to be the co-signer for sponsoring my parents in law.
But my wife was sponsored by me to land at Canada in 2011, and base on Q5 of SPONSOR ELIGIBILITY ASSESSMENT in form IMM 1334:
“in the five years preceding your application, did you become a permanent resident after being sponsored as a spouse, common-law or conjugal partner? If you answer “Yes” to question 5 and you are sponsoring a spouse, common-law or conjugal partner, you are not eligible to be a sponsor and you should NOT submit your application.”
My wife has to say yes for this question, cuz I sponsored her as a spouse immigration.
Then she is not eligible to be a sponsor and should NOT submit the application.

Is this true, even she has me as a co-signer for her parents applications?
And that means she has to wait till 2016(five year after landed) to sponsor her parents?

She is eligible to sponsor her parents. This rule would only apply if your wife was now trying to sponsor a new spouse / common law partner.

However keep in mind that CIC is not accepting parent sponsorship applications at this time. They will begin accepting applications again in early 2014.
