As a PR, you have to be living in Canada to sponsor your baby. You can try to get a tourist visa for your baby, but it can be very hard to do so (since technically the baby has no intent to leave Canada). If you share your baby's nationality and what country you'd be living in, perhaps folks can give you a sense of whether anyone has been able to get a visa for a newborn baby with PR parents.
