Hello!

Im writing on behalf of my dad, who wants to become a permanent resident.
His parents are permanent residents, willing to provide and sponsor him as eligible relative. The only problem Ive come across is that he has a brother, who could technically want to become a permanent resident through a sponsoship as well. But he is willing to sign a waver to give up his rights to get sponsored by his parents. My question is - does anyone know if thats acceptable? Should we just go on with the process of application and attach this to the documens?

I'm going to assume your father is 19 years or older. If so, he's too old to be sponsored by his parents.

If he wishes to immigrate to Canada, he will have to qualify on his own (e.g. as a skilled worker).

Only under very specific circumstances. It would be possible if one of your grandparents was deceased and there were no other family members in Canada. This is referred to as the "lonely Canadian" rule. Since both your grandparents are alive, they have each other and don't qualify to sponsor an eligible relative.
