Sponsor Parent- Medical exam and Criminal report

Hi Senior, I am going to sponsor my parents to Canada. I review the checklist for 2016 (which is expired), I have 2 questions need help,
1. when can I download the package for 2017 application?
2. In the checklist, I dont see documents such as Medical exam, birth certificate, criminal reports for my parents, am I looking at the wrong checklist?

1. Approximately how long does it take for a new immigrant before he/she can sponsor his/her parents for Canadian PR?

2. Approximately how long does it take the parents to get their PR after their child initiates their application?

3. Can younger siblings who have come of age be sponsored for PR?
