Sponsor my spouse who already was a permanent resident before, different?

I am a Canadian citizen and landed as skilled worker with my husband about 5 yrs ago, unfortunately my husband does not meet the criteria for renewal of PR so we did not apply,
Now, can I sponsor him? Does that make a difference in application? Does he need to renounce his PR along with this application?

So, you yourself landed as a PR and then later obtained your Canadian citizenship?

You can certainly sponsor him, but...it's possible that if can successfully re-enter Canada and remain in Canada for the next 720 days (2 years) he can keep his PR status. The only thing that expires is a PR card and even if a person has not fulfilled the Residency Obligations, they sometimes get lucky after returning to Canada.

He can re-enter Canada and the immigration officer will decide if he lost his status of permanent resident.
They have not authority to refuse entrance, but if they find suitable they will send his case to be decided by
an immigration judge.
He has good possibilities of keeping his status as you are a citizen already.
meanwhile he can work and keep life as a resident until a judge make a decision.
His best option is to return to Canada with you by his side. that will prove that he is returning with his wife.

When did you become a citizen, I think any time spent with a citizen, even outside the country counts for your RO.
