My brother just died and has 2 children, 10, 7 years of age. I have one child of my own that is over 21. Can I sponsor these 2 children to Canada to live with me as my children. I am married and lived in a big house with my wife alone because my daughter is always in school.

Is their mother deceased as well? You can only sponsor them if they are orphans (i.e. both parents are deceased).

The mother has agreed to allow me to take the children. Do I need a letter to prove this from the mother.

Unfortunately you cannot sponsor them. It doesn't matter if the mother has given her permission. Sponsorship is only possible if they are orphans - meaning both parents are deceased.

Your only option would be to bring them to Canada on study permits. They will need to pay international student fees which will be around $15,000 per year for each of them (so around $30,000 total per year).
