have some questions about the sponsor form, because I suppose to apply PR on family class as conjugal partner and this form is about proving the common-law and asking about my income and need notary to stamp, so we are confused about it, my questions are

In case of conjugal partner, my bf doesn't need to fill this form or need and leave it blank about the section of common-law partner? he is never married, no common-law partner, he is in relationship with me but we didn't live together continuously a year , so we can't meet the needs of PR Canada about common-law partner, just conjugal partner.
and common-law in this form, in this case for the sponsor is being sponsor for the other family class such as parents, brothers/sisters etc., Am i right ?

Please give me some advice about this.

What are the reasons preventing you from living together for one year or more?

he didn't have work in Thailand, no work permit , Visa issue that he can not stay in Thailand continuously a year.

What about the question of the form???

Have you ever applied for a TRV for Canada?

That will most likely not be seen as a barrier to applying as either married or common-law. You both need to be denied visas to visit each other's countries or stay (more than once probably) and have absolutely no way to get married legally.

You would have also had the opportunity to get married while he was in Thailand.
 
I never tired TRV yet, about PR Canada, whatever the reasons that you can not live together ,if there are not a illegal to get married or denied the visa to live together etc, the choices that you can apply for PR Canada are common-law partner or Spouse only???? impossible to get PR in case you apply for conjugal partner ?

You will not be able to apply as conjugal because the CIC will not see that you have any immigration barriers to getting married or applying as common-law. Your boyfriend can always return to Thailand for a short visit and marry you, or you can try applying for a TRV. If there is any way for him to apply to stay longer as a visitor in Thailand, you could also try that (of course, he wouldn't be able to work without some sort of work visa). Conjugal is only for people who have serious legal and immigration barriers to applying as either conjugal or married. It's a last resort.

There is no legal barrier preventing you from marrying your partner.
 
The form you are asking about, the Statutory Declaration of Common-Law Union, cannot be submitted by a couple applying as conjugal partners.
