I understand I can sponsor my common law partner as a non resident Canadian citizen from abroad. Currently, from where I live, takes 11 months in processing time.

I would like someone to shed some light on this following option and see if it's preferred to the above or not: It so turns out my partner also wants to take a diploma course in Canada once she moves there to get herself used to the place and people before finding a job. Should she enter Canada as an international student first, and it will be easier for me to sponsor her from inland?

I don't know how well I qualify as a sponsor after moving back as I'm not sure how long it takes me to find a job. Financially we have no problem, just not sure if Canada immigration accepts savings as strong financial background proof without me having found a job.

Also, for me to get settled and start applying, if it'll take much longer than to apply from abroad. I'll appreciate any comments/advice provided. Thanks!
 
You also have the option of applying outland while she's in Canada on a study permit.

You don't need to have a job to sponsor your spouse, or even prove that you have savings. As long as you aren't receiving social assistance from the government you should be good to go.
 
We don't want to separate, so we want to enter canada together regardless.

So, if moving asap is the goal, is it more desirable for her to enter canada as a student first then change status later(while I also enter the same time with her as a return resident) then for me to apply my partner's PR from outland (enter canada together after my partner's PR approval)?

In the first option, after I reinstate my resident status, how easy/difficult is it for me to be qualify as a sponsor when I only have savings but not a job (to be a sponsor, I need to proof I have the ability to support my partner's basic living needs finalncially, no)? To prove that we are common law partners, do we need to live in canada for 1 year before applying? (We have lived abroad for 3-4 years together already)

If your VO has a posted time of 11 months, that means it averages several months less, probably around 8 months. It would be insane to apply inland where the wait is 27 months.

Apply outland now. There is no need to wait until you are in Canada.
