Sponsor brother for PR

Hi,

One of my friend is a Canadian PR. Is it possible to sponsor his brother for applying PR. Does it help him get his PR?
If yes, does it counted as normal process or will be processed in fast track? What are all the options, Please let me know.

1. A brother can't be sponsored unless he is single, no children, parents and grandparents deceased and he doesn't have a brother/sister/aunt/uncle/niece/nephew in Canada.
2. The friend has to qualify under the Skilled worker, job on the list of 38 and 67 points. He would get 5 points for the brother in Canada as a PR/Canadian.
3. There is no fast track.

There are also ways to sponsor the brother under a provincial program family stream if the friend is living in a province that has one and they both meet other requirement for age, education, funds etc. The provinces that have family stream as far as I know are Alberta, Manitoba and Saskatchewan.
