Dear all,

I am a newly landed immigrant (one month ago) and want to sponsor my brother who is 21 years and in full time study.
I plan to sponsor my mother and he will be added as her dependent.

As he will be listed as a dependent will he be able to migrate with my mother?
Or my mother will have to get PR in order to sponsor him?

Because if my mother has to sponsor him after getting her PR, he will be more than 22 by that time and my mother won't be working.

Also, as a recently landed immigrant am I able to sponsor my mother? Am I considered a permanent resident?

I have got a full time job and can meet the financial requirements.

As a PR, you may sponsor your mother, and your brother will be her dependent, so he will be included in her application. You need to submit the application so his age can be locked in as under 22.

Please note, in order to be eligible, you must be residing in Canada full-time.

The OP has been in Canada only a month, but s/he has to be able to meet the Low Income Cut Off figure from Canadian sources in the year before submitting the application. I some how doubt that s/he has earned enough in the past month to meet the LICO. If he turns 22 before the submission of the sponsorship, he must remain in full time studies until such time as the visa is issued. These days, probably looking at 8 years.

As this won't be the case, so does this means that my brother will not qualify for dependent when case is finalized in 8 years or so?

If you submit the application AFTER your brother turns 22, then he will have to remain a full time student until the application is finalized and approved. If your brother can't remain a full time student for this length of time, then he will no longer qualify as a dependant.
 
Another way to sponsor your brother is if you move to Saskatchewan or Manitoba and sponsor him through their PNP family stream. He would have to have completed some education and he would need 1-2 years related work experience. You would have to live in one of those provinces for a year before you could sponsor him. I believe he also needs to show funds of $10,000 or so. If you sponsor him through PNP, it will be a lot faster for him than trying to sponsor him as a dependant of your mother.
