You'll need to provide more information. If you received your PR status a number of years ago and are not in compliance with the residency obligation (meaning you've been outside of Canada for more than three years before returning) - then you cannot sponsor your family. If you try, their application will be refused and CIC will revoke your PR status. You need to wait until you meet the residency obligation before you'll be able to submit an application to sponsor them.

Thanks for your information. My last PR card was renewed on June 2012 as I came first PR in May 2007. After renewal my last PR Card in June 2012, i want to my home country and reminded there to do job there and looked after my mother who is seriously ill. I came back in September 2015, stayed one month and went back again and then again came in August 2016, stayed again 15 days and went back and now i am in canada since july , 2017

As scylla said it is not advisable for you to interact at all with immigration until you have met your residency obligation which based on the information provided best guess would maybe 2019.

You should not leave the country in the next 2 years until your RO has been reset and neither should you attempt to renew your PR card as that will bring to the attention of immigration that you have not met RO leading to your PR status being revoked.

As for sponsoring your family as Scylla has said until you have reset your residency obligation no point in applying and could as well lead to your PR status getting revoked.
