I was wondering if it's possible for me to sponsor my brother in law to come to Canada? If not, can my wife sponsor her brother (he's 34 years old) and his family once she receives her PR?

No - not possible. He will need to qualify and apply for PR on his own through an economic stream like Express Entry.
