I got my SOWP refused, the reason stated was :

My spouse is a Canadian PR holder and does not have a valid work permit.

I had applied through an agent and he said that the rule has changed, I am clueless.
What can I do in this case?

If he is a PR holder then he has applied to sponsor you. Is it inland or outland?

Yes he is a PR holder. We spoke to another consultant he said we applied for the wrong visa. We should have applied for dependent visa and not SOWP.

Now we are confused if I apply for dependent visa will I be allowed to work on that

Has your partner sponsored you for PR yet? Do you have AOR.
 
No!
The SOWP got rejected yesterday.

You don't qualify for an open work permit. Your spouse needs to sponsor you for PR first.

This is wrong.

You do not qualify for an open work permit. Do not apply again. You will just be refused again.

Once again, your spouse needs to submit the application to sponsor you for PR first.

Are you in Canada? Either way your spouse must apply to sponsor you for PR first. It is either inland or outland.

No issue as long as you declare the refusal in the sponsorship application.

There is NO "dependent visa".
That "lawyer" is so wrong.
