This is the reason i got in refusal letter Should i re-lodge file with justification “Spouses and common-law partners of full-time students in a program at some institutions in Canada can apply for a generic (open) work permit. However, the institution your spouse or common-law partner is attending is not an institution that is qualified under this category.

If York University in Toronto (www.yorku.ca) then reapply to show that your spouse is registered as a full-time student and is not graduating within 6 months. Show additional funds above and beyond what was submitted in your spouse's study permit application.
