Hi, Please let me know your thoughts.

To,
The Visa Officer,
Canadian High Commission,

Subject: Re-application for study permit
I, ________, hereby submit my re-application for a study permit to pursue Graduate Certificate - Information Technology Infrastructure, starting from 13th January 2020.
My earlier application for a study permit was refused with reason mentioned as “I am Not Satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit”.
I am writing this re-application to draw your attention to the details which I might have not explained in my earlier application. My genuine interest is to describe my dreams and ambitions, career opportunities after the completion of my studies and my reason to reapply after getting visa rejection the first time for January 2020 intake. Now I am re-applying for a visa with the justification for the concerns raised in previous rejection.

Past Studies and Academic Scores:
I have graduated in Electronics and Communication Engineering due to my passion & interest in computer related subjects, from “______”, Guntur with CGPA of 7.8. During my undergraduate studies, I was exposed to subjects like computer networks, C-Programming, database management, data structures which interested me the most. The four years curriculum exposed me to the entire gamut of computer courses thus laying a strong foundation for both my hardware and software fundamentals.
Although the idea of higher studies was at the back of my head, I decided to go for a job as I wanted to experience professionalism and corporate culture. With my never-dying enthusiasm, hard work and knowledge, I was able to secure a job as Assistant Systems Engineer at ‘TATA Consultancy Services (TCS)'. During the training period, I received the ‘Star of the Learners Group' Award for outstanding performance. Currently, I am a part of XTRC Team, which is responsible for the development of an internal web portal used by Xerox customers. I am a full-stack developer and my responsibilities include design/development of web pages and backend system using JAVA, J2EE, JAVASCRIPT, BOOTSTRAP and STRUTS. Here at TCS, I have learned a great deal about enterprise-grade applications and various activities related to deploying and maintaining applications. After having 1.5years of experience in design, application development of webpages and maintain the backend system now I wanted to specialize in IT operations Management including service delivery application and Network Infrastructure, so that systems, process and Methodologies are maintained, followed to ensure effective monitoring, control and support of service delivery. This will also help to monitor business critical process and system. This course will provide me with all round exposure and International platform where I can develop and utilize my skills and abilities to contribute towards the growth of the field and develop the best appropriate career for myself. The education system and credibility of education are the most important factors to choose Canada as my study destination.

Why this course and why Conestoga College:
It was only after careful consideration of my interests and knowledge; after doing thorough research I have found the course curriculum of Conestoga College Matching to my ambition, this made me choose Conestoga College and the course as a stepping stone for my future career path. After completion of the course, I can see myself in the position of IT Infrastructure and Operations Mid-Level Manager, which was my dream when I was studying my four years of Bachelors.
This course is a perfect platform for me to catapult my career into the field of my dreams. Canada's education is graded of high standards and the quality controls mean that I'll be acquiring a superior-quality education that will give me favorable opportunities for my future and will benefit my career over the long term as it recognized globally, my academic qualifications and exposure in Canada is adhered to enhance my career opportunities in India. After the completion of my studies at Conestoga College, I would like to work with some multi-national companies in my home country and gain valuable experience and fulfil my dreams.

Language Abilities:
I have strong communication skills. With a strong will to pursue my further studies in Canada, I prepared for the IELTS examination and scored over Band score of 7.5 (Listening: 9.0, Reading: 8.0, Writing: 6.5, Speaking: 6.5). I have thereby met the English proficiency requirement of Conestoga College.

Financial Ability:
My studies in Canada are completely financed by my family. I have paid one-year tuition fee $15010 and we obtained GIC certificate for $10,070 from Scotia Bank towards my living expenses. With the above facts, it is clear that I am well established in my country of residence and have enough income and assets to support my education and living expenses. I have also submitted all the required documents to prove these statements.

Future Plans:
I want to finish my studies from a Canadian institution to get high appreciation and acquaintance of my skills by employers across the world and broaden my opportunities to work with multinational clients. I am sure after returning to India I will find a higher-level position in my field compared to the company I worked with. With the in-depth conceptual understanding, practical knowledge and technical skills that I will acquire at Conestoga College during this course, I look forward to a fruitful career in positions such as IT Specialist, Network Operations Specialist here in my home country.
I truly hope that I will be entrusted a chance to study in Canada. I am hereby enclosing all the relevant documents for your review.

Thank you,
_______________

I would suggest talking about how your specific career path will offer a promising future in your home country and how studying in Canada will make you stand out to future employers once you're back in India. You talk about working with multinational clients a lot, so I think you should further emphasize how you wish to go back to your home country and your family once you complete your studies, and maybe mention they're supportive of your decision so they were kind enough to offer financial support while you're gone.

Also, I think you should mention why you chose this specific program in Canada and not in your home country. In my letter of explanation, I stated that I didn't find a program that I was completely satisfied with so that's why I started looking into studying internationally and decided Canada would be the best option etc. etc.

This is just what worked for me but I hope it helps you out! :)
